Question for the Community: Providing Incentives to Come to Church

I am a youth pastor and was at the high school meeting my students when a youth pastor from the city came over to the low income teens. He proceeded to pull out a wad of money started handing out one dollar bills like it was candy to students. What are your opinions on this practice? Is this the right way to bring them into the church? I have been working hard to build relationships that have meaning with these students. I just feel like it was a slap in the face to many of these low income students…
